Some residents of Trumbull County are raising concerns about a neighbor’s living situation in Vernon Township, where a woman has set up camp on a property without basic utilities.
Ronata Phillips moved into the property on State Route 88 in September 2024. She has placed two campers on the land, along with a portable toilet and a generator, as she doesn’t have electricity, running water, or a septic system. Phillips says the setup is temporary and is all she can afford for now.
However, the situation has caused frustration for some nearby residents. Neighbors have complained that the generator is loud, especially at night, disturbing their sleep. Despite these complaints, Phillips argues she isn’t breaking any laws. She pointed out that Vernon Township does not have zoning or noise regulations in place.
“My generator’s not that loud. It doesn’t run 24/7. I use it in the morning and sometimes in the evening,” Phillips explained. “I have limited income, and there’s only so much I can do.”
While Phillips insists she’s not violating any rules, public health officials have pointed out that properties in the area are required to have septic systems. The Trumbull County Health Department confirmed to 21 News that Phillips is in the process of installing one.
For now, Phillips said she’s releasing the grey water from washing her hands and dishes into a nearby creek, something the health department says must be addressed.
“I’m working on getting a septic system. It takes time and money. I’m trying to avoid debt,” Phillips said.
The health department noted that Phillips has been cooperating with their guidance and following the necessary steps to resolve the issue. They will continue to monitor the situation as she works toward compliance.
