Ukraine Eases Import Restrictions on Generators and Batteries to Boost Demining Efforts

In a significant move to support Ukraine’s mechanized demining efforts and energy infrastructure, President Volodymyr Zelensky has enacted draft laws No. 11259 and No. 11258. These new laws, signed into effect, eliminate taxes and duties on critical imports, including generators, batteries, and energy equipment.

According to Yaroslav Zheleznyak, a member of the Parliamentary Committee on Finance, Tax, and Customs Policy, the legislation not only removes customs duties and value-added tax (VAT) on various energy technologies but also facilitates the import of essential components for demining machinery. The newly exempted items include:

Electric generators

Wind and solar generation equipment

Batteries (excluding those with low capacity)

The legislation also extends to the import of electronic warfare equipment, specialized military tactical headphones, and certain components needed for the production and repair of demining machines.

The laws will officially come into effect on Saturday, July 27. However, the Cabinet of Ministers will have one month to finalize the regulatory framework required for the implementation of these new measures. Once this framework is in place, the importation of these vital goods into Ukraine will proceed without the burden of duty and VAT, providing a significant boost to the country’s demining operations and renewable energy initiatives.
