Vietnam Targets Chinese Wind Power Tower Imports with 97% Anti-Dumping Tax

In response to findings from an investigation, the Ministry of Industry and Trade in Vietnam has issued Decision No. 3453/QD-BCT, implementing official anti-dumping measures on certain wind power tower products imported from China. The decision, which takes effect 15 days after its publication, will last for five years.

The decision specifically targets wind tower products from China under HS codes 7308.20.11 and 7308.20.19, which are typically used as components in wind power generators. These components fall under HS codes 8502.31.10 and 8502.31.20 when assembled into complete generators. The products in question are primarily cylindrical steel towers that support the wind turbine and blades, transferring the force generated during operation. The wind tower’s value typically accounts for 5% to 7% of the total value of a complete wind generator.

According to the investigation, a Vietnamese company, which is a member of a global leader in wind power tower manufacturing, has the highest production capacity and quality in its group’s worldwide operations. The company’s products, manufactured in Vietnam, are exported to major markets like the United States, Canada, the UK, Germany, the Netherlands, Sweden, Australia, Japan, and South Korea.

However, the investigation concluded that Chinese wind power tower products were being sold at unfairly low prices in the Vietnamese market, causing significant harm to the local industry. The damage was evident in declines in output, market share, sales volume, revenue, profit, and labor employment during the investigation period.

To restore fair competition in the domestic market, the Ministry of Industry and Trade has decided to apply anti-dumping measures on these Chinese imports. The decision also exempts one Chinese company, Jiangsu Zhenjiang New Energy Equipment Co., Ltd., from the anti-dumping tax, as it was found not to have engaged in dumping practices. The anti-dumping tax rate for other Chinese manufacturers and exporters is set at 97%.

The Ministry’s Trade Defense Department will continue to monitor the situation and adjust the anti-dumping measures as necessary, ensuring they are applied appropriately and fairly, based on requests from relevant parties.
